This question is not related to GNU Radio at all.

You should post this question on the openbts-discuss mailing list (https://sourceforge.net/projects/openbts/lists/openbts-discuss).

Take a look at OpenBTS-UMTS (https://github.com/RangeNetworks/OpenBTS-UMTS) as a starting point.

It's a partial implementation of WCDMA (3GPP Release 99).

I'm not aware of any WCDMA software stack for the UE side.
