Yes, I think nibs would be bad.
NSToolbar is a recent MacOS-X addition, and doesn't exist in GNUstep.
JIGS is fully functional and reliable, but probably won't behave exactly
the same.  Changing the wrappings of the underlying ObjC classes for
compatibility with the MacOS-X implementation (if necessary) should be
pretty easy though.
