Not necessarily true. The problem is GNUstep tries to be clever about things such as window frames - In order to comply with the OpenStep spec it needs to know the actual bounds of a window including borders and title bars. This information isn't readily available so GNUstep tries to guess it.
I've caught certain X servers generating spurious ConfigureNotify events, and these sometimes confuse GNUstep.
