cvtenc from stdin

i made the following change to core/base/Tools/cvtenc in the hope of 
enabling it to process input from stdin if no filename is provided. all i get 
is an uncought NSRangeException, i do not know where it comes from, my 
debugging env is boken. perhaps someone can tell if i am trying to do 
something totally wrong here.
