This is almost possible now (on Linux at least), by putting the required library paths in /etc/ld.so.conf (or whatever it's called...). Although the user has to to that himself. Another option is to compile in the library paths when linking. LD_LIBRARY_PATH should really go away at some point.
The only thing else that GNUstep.sh does is set up tool paths, and a typical user (not a developer) would rarely, if ever, use a tool (including openapp).
