I don't much care about the C string encoding, but things like text
boxes, display lines, etc (sorry, been away, forgetting correct jargon).
If locale is set up to use UTF-8, GNUstep blithely ignored that and
caused trouble unless GNUSTEP_STRING_ENCODING is set, last I checked.
I also had to set language to hand with defaults write for NSLanguages,
'Local Time Zone' and GSFontMask, I think.  Was I wrong to do that?
If it is necessary, has it been fixed?
