It's really largely a matter of convention ... in OpenStep only one
instance of an application is intended to run at any one time, and any
request to open a document 'owned' by a particular application is
forwarded to that application.
If you run multiple copies of an app, the first copy is the one which
will be used to open documents and to provide services to other
applications.
