there is a ewmh hint for these menus.
imho, gnustep should DISCARD most things about focus management and let the
windowmanager do this.
after all, this is the windowmanagers task, not the applications'.

btw: i know, that simplification of code is not enough of an argument for
people, if most window manager do not properly support this, but ethical,
this should still be in the windowmanager.
