I also made an effort to organize this stuff a few months ago. I wanted to have a central clearinghouse to provide UI translations, documentation, artwork, sounds, and other resources so all applications could be standardized and so a unified idiom would emerge. The problems were:

1. This relied on application developers to take the initiative in submitting their applications. 2. It required a team of translators, artists, writers, and UI experts that didn't exist.

I'd still like to see something like this, but we need some people to handle those things.
