It's dangerous to have '.' in your PATH, and should never be counted on.
Likewise, you seem to be assuming that the user is root when you execute the
installer, which is also a bad assumption. :)

"sudo ./InstallGNUstep" is indeed the most reliable direction; it'll work
whether you're root or not, and it'll work if you don't have the current
directory in your PATH, which is most people (and should be everyone).
