... forgot to mention shell versions on gentoo, in case that matters:
legolas> tcsh --version
tcsh 6.13.00 (Astron) 2004-05-19 (i386-intel-linux) options
8b,nls,dl,al,kan,rh,color,dspm,filec
legolas> bash --version

I just booted a knoppix livecd and installed the make package. Although
I could convince configure to install in a different location, the
effect remains: csh has the four additional env vars I mentioned
