Yes, all devrooms start at 13:00 on Sunday.
But the keynotes start at 10:30, as previous years.

Lunch break, if at all, is whenever you want ;)
Sandwiches, fries and stuff is available from 12:00 on.

So you could easily plan a full schedule from 13:00 on, and let people
have their lunch break before you start.
