Savannah vs. Gitlab

All,

I have had the request open on savannah for many days to add the repos
to the project.   The first time I made the request I believe it was
prematurely closed and the second time it has sat for several days
with no action after giving savannah the list of repo names we want.

This kind of slowness is not really practical.   I want to propose
that we move to another site other than savannah as the
savannah-hackers do not seem up to the task of supporting us.

The recent suggestion has been gitlab.com.   This site provides us
with an open source/free interface as well as the tools we need.
Github, I think is still important, though since it is widely known
and used.

Does anyone have any strong feelings one way or the other.  I realize
we decided on Savannah, but given how long it is taking them to
respond I don't think Savannah is really the practical choice anymore,
thus the question of our new home is now, again, in question.
