This is covered in the gnustep-base documentation (eg 
http://www.gnustep.org/resources/documentation/Developer/Base/Reference/Base.html)
look through the page for ‘Standalone packages’ for specific details, though 
reading the whole section titled 'GNUstep Configuration File’
 will probably make things clearer.
