A browser is not dreamwever and use the real information to detect
if it's a css or not, the mime type and the cache information into
header and not the extension.
That's why the css is added into the cache of browser.

complement additional tags depending on the
common theme
others that would
complement the direction of reading (left, right)

le soucis avec ton système css.php c'est déjà qu'on ne peut pas le
tester sur un éditeur wysiwyg tel dreamweaver
et secondo, il n'est pas mis en cache par le navigateur
ne pourrait-on pas faire comme la plupart des applications, des
fichiers css en cascade qui se chargerait suivant l'environnement
désiré ?
un css global avec les balises communes
des css complémentaires qui compléteraient les balises communes en
fonction du thème
d'autres qui compléteraient suivant le sens de lecture (droite,
gauche)
pourquoi par module pour des tag spécifique
etc...
à mon avis se sera plus simple que ce gros fichier php qui devient
imbuvable
