I think you have hit the nail on the head with this.  It is so
much easier to attract people to work on cool stuff.

For me this just means that we need to put more effort into
"selling" the project to competent developers.  One idea I had
was to put an article on the web that explains your proposal
well, and that also points out the not-to-everyone-obvious
problems of the supposedly easier solutions - and then go to
mailing lists were competent plugin implementors are subscribed,
and start discussing it with them.

Perhaps such an article could also be published in Windows
Developers Journal?
