Whether and to whom to submit a standard proposal
seems like a matter of high-level strategy, and possibly
something the dotGNU decision makers may want to
coordinate across multiple dotGNU projects. However,
the style and format of IETF RFCs seems like a good
one to use to me, after we have all the players involved
and actually start nailing down a highly detailed specification.
