Follow-up Comment #1, bug #15698 (project dotgnu-pnet):

If you comment lines 2717..2719 in Control.cs it starts working. Problem
could be there, but it could be also in TabControl.

Lines to be commented:

                                if( !this.Visible ) {
                                        return; // no need to layout, increases 
performance 
                                }
