I wouldn't necessarily call it co-operation.

A third-party contributor (Sam Kennedy) raised the idea of
building a C# test suite that tracks the ECMA spec, rather
than being a set of regressions for previous bugs and parser
grammar oddities.

Miguel suggested that if this person wanted to do this,
they should build the test suite independent of the
compiler, so that other compilers could use it.

Miguel himself is not volunteering to split Mono's
regression tests off.  Someone else volunteered to
build yet another C# compiler test suite and Miguel
made a helpful suggestion.

Miguel is all for co-operation, as long as someone else
does the work. :-)
