[Dragora-bug] setlocale(3) and libX11

Hello Dragorians,

I've tried to run several applications (st, dmenu, and uTox) under
Dragora 2.2 that uses the setlocale(3) function.  I'm using the
en_US.utf8 locale and those applications won't run.

I searched around on the internet and found an email[0] with a solution.
What I did was to put --disable-loadable-i18n in the configure script
for libX11 and now all the applications work.

I've got a package for i486[1] in my repository.  It's also in the
database for jul[2].
