I thought blocks were a unit of space used by data, and that blocks are a unit 
for measurement, for example: "This file has 5 blocks of data." (I also assumed 
this is where video game consoles get the term "blocks".)

So, with this definition, I'd assume that changed blocks naturally means 
changed files, and that naturally duplicity will detect changed files due to 
changed blocks.
