That doesn't necessarily folow.  The "quote USER" just directs the ftp
client to send the USER command to the ftp server verbatim.  (USER is
part of the ftp standard.)

Unfortunately, that's the man page for the standard Sun ftp client.
However, you're almost certainly using a different client---otherwise,
EFS would just work.  I really need documentation for the specific
proxy setup you're using.
