I don't think Emacs 19.34 (or any other version of GNU Emacs) will
compile with Cygwin.  I think it won't.

Sorry, I have no free time for this.  I'm trying to use whatever time
I have to work on bidi support in Emacs 21.

You could try patches written by Handa-san and Ehud Karni, though.  I
think that code is quite sufficient for most tasks.
