(x86_64-pc-linux-gnu, GTK+ Version 2.20.0) of 2010-03-29 on yellow,
modified by Debian

If I select "Options", "Show/Hide" and ""Tool-bar" so that the toolbar
is hidden, an then "Options", "Save Options", this setting is not saved,
regardless of the tooltip of "Safe Options" which mentiones "Save
options set from the menu above".

I don't really understand this, but it seems to be fixed by this change:

2010-09-10  Glenn Morris  <rgm at gnu.org>

  * menu-bar.el (menu-bar-options-save): Fix handling of menu-bar
  and tool-bar modes.  (Bug#6211)
  (menu-bar-mode): Move setting of standard-value after the
  minor-mode definition, otherwise it seems to have no effect.
