 I just downloaded what I thought was the latest emacs binary release for windows. When I unzipped it the /bin dir in the install was empty. In fact I didn't see any exe files in the entire exploded dir. I downloaded what looked the previous minor release and that at least appears to have something in the /bin dir. 
 I'm not going to provide any more details, but that ftp folder is more than a little confusing. Lets hope the new download works.
