Menu bar not high enough to contain font |

When I set the menu font large enough to read, the container does not
expand to accommodate it. The bottoms of the letters are cut off.
The active area for menu items is not aligned with the text. E.g.,
when my mouse over Help, clicking brings up one of the menus to the
left.
In GNU Emacs 22.3.1 (i686-pc-linux-gnuoldld)
