Tooltip can't display border.
But previous cvs version (2007-11) can display border.
In GNU Emacs 23.0.60.1 (i686-pc-linux-gnu, GTK+ Version 2.12.11)

This bug is being closed because it refers to what is now an old pretest
of Emacs 23.1, and because we need more information (see below) to be
able to do anything and it has not been provided.
If you still see the issue with the latest release, 23.3, please reply
with the requested information and we can reopen the report if needed.
