C-c C-c comint-interrupt-subjob
C-c C-z comint-stop-subjob
C-c C-\ comint-quit-subjob
But what about
$ stty ...
   start = ^Q; stop = ^S;
Apparently there is no corresponding shell-mode bindings for them.

You can try M-x enable-flow-control. See the entry about this topic in
etc/PROBLEMS.

It's not worth Emacs spending any more time thinking about flow-control
in this day and age.
