Not sure if you want to consider this a bug, but the image resizing
functionality seems to depend on the presence of a function
(imagemagick-types) that only exists in Emacs24. See gnus-util.el for
example. Having the imagemagick "convert" program installed ought to be
enough—in principle—to do this.

I don't consider it a bug -- it's just an extra feature that Emacs 24
people get.
