In etc/TODO:

  ** Major modes should have a menu entry.  Examples of modes that do
  not have one at the moment and probably should: text-mode,
  inferior-lisp-mode.

But I think text-mode doesn't need to have a menu entry.  The only
command `ispell-complete-word' is bound to <menu-bar> <tools> <spell>
<ispell-complete-word>.

OK, well, obviously the person who wrote that entry disagrees.
Eg there is motion (sentences, paragraphs), centering and justifying,
etc. Let's leave up to whoever wants to implement a menu to decide.
