I cannot submit new bugs or comment to the existing ones through the
savannah tracker. The following error is displayed (even if logged in):

Is that intentional?

Yes, because we've switched to debbugs.  In fact, you DID submit a bug
via your email:

http://debbugs.gnu.org/15424

I'm marking it as closed because it is not a bug in grep proper,
although we may still end up making changes to various web pages to make
it more obvious how bug submissions now work.  Maybe the savannah
maintainers have an idea about how to link to debbugs for this and other
projects that use debbugs instead of savannah as their primary bug
tracker.  As such, please feel free to continue to comment on this thread.
