Hi. I observe the following on OS X 10.9.4, emacs 24.3 (GNU Emacs 24.3.1 (x86_64-apple-darwin, NS apple-appkit-1038.36) of 2013-03-13 on bob.porkrind.org)

In fullscreen, tool-bar-mode operates strangely. It turns the tool bar on and off but the size of the emacs window changes as well. With tool bar off there are black bars on the top and bottom of the display.

If emacs is not in fullscreen, and the tool bar is off, and you transition to fullscreen (by clicking the fullscreen button at top right of the window title bar), then the window goes to fullscreen but the tool bar is shown.

This was fixed a while back as bug 15388.
