This part of the doc string is expressed poorly:

  "If LOCAL (the command prefix), ..."

"The command prefix" means nothing in Emacs jargon.  What is
meant here is that LOCAL is non-nil when a prefix arg is used.

In GNU Emacs 25.1.1 (x86_64-w64-mingw32)
 of 2016-11-15 built on LAPHROAIG
