While `fit-window-to-buffer' is a much better interface for most uses, I
can imagine that someone might want to set the `nominal height' of a
window without actually having any text displayed in it yet...

[Although I think it might be more popular to have some way to make the
SIZE argument to `split-window' be more aware of bloated mode-line sizes...]
