As I suspected, Tak is using Emacs on W32.

This was due to his .emacs not having a -*- coding: japanese-shift-jis -*-
line at the top. I suspect the error was occuring on 20.7 also, but
wasn't noticed. He reports that it works now that he has added that
line.
