#ifdef GLYPH_DEBUG problem

It seems that this change is necessary to compile the latest
Emacs code.   Gerd, could you tell what is the intention of
the difference between:
        #ifdef GLYPH_DEBUG
and
        #if GLYPH_DEBUG
