emacs-21.0.102: build fails on SGI IRIX 6.5

Earlier versions, up to emacs-21.0.101, have built on SGI IRIX 6.5,
but emacs-21.0.102 fails.  A temacs is successfully linked, but then
the build dies like this:

Converting /local/build/emacs-21.0.102/leim/CXTERM-DIC/4Corner.tit to
quail-package...
Decoding with coding system cn-big5...

Formatting translation rules...
make[1]: *** [quail/CTLau.elc] Killed
make[1]: Leaving directory
