Re: cursor-in-non-selected-windows as buffer-local

    Proposition: Within the function of x_display_and_set_cursor,
    instead of using the value of cursor_in_non_selected_windows, we use
    its buffer-local value (if any) in the buffer of the window for which
    we are drawing the cursor.

I think that is a clean interface, a good way to provide this feature.
This is the natural extension of the existing feature and is coherent
with other Emacs features.
