I think Richard specifically asked not to do that.

Personally, I don't see any problem with having the CVS tree broken
for a short time.  I think it was happening already: whenever you make
a change in more than one file, the tree is broken until all of them
are in.  People who work off the CVS tree need to take that into
account.
