    In the Emacs view, a "sub application" might be rmail, gnus, or a
    particular collection of C files grouped into a window configuration.

I have some doubt that you can find an effective and useful way to
group things into sub-applications, but there is no harm in trying.
If you do find a useful way, it would be a good feature.

Now, supposing we have these sub-applications, are tabs the best way
to select one?  We could use an ordinary menu instead.
