Are you saying that you like having C-a stop at the end of the prompt?
Yes, the way it is now in 21. In shell mode C-a should be bound to
comint-bol or whatever the equivalent function is. I don't think of
the prompt in Shell mode as part of the line. The situation is the
same in the minibuffer.
In the minibuffer, when I type `C-a' (beginning-of-line), point goes
to the end of the prompt.
