Emacs-diffs mailing list

At popular demand, a new mailing list was created:
address@hidden  This list is similar to emacs-commit, except
that actual diffs are sent there.  By contrast, emacs-commit merely
notifies about the changes, and includes a URL where you can see the
diffs.
