Is it any different from what "M-x default-generic-mode RET" does?  Or 
perhaps x-resource-generic-mode is better in this case?  (See 
generic-x.el for more details.)

If one of these does what you want, perhaps we could arrange for that
mode to be turned on automatically for the files you had in mind.  See
auto-mode-alist on files.el.
