Sorry... the regular expression I am talking about is the one put onto
file-name-handler-alist so that a URL will be recognized even if it has a
leading '/' on it.

So you could do:

(find-file "http://www.gnu.org/";)

or

(find-file "/http://www.gnu.org/";)

And they would both work.  But I think the leading '/' is confusing.
