FWIW:

I might be out of key here, but why not let Tramp act
similarly to the way "local" Emacs does?

Let's say I edit the file foo.txt.gz.  Then, Emacs creates the
auto-save file #foo.txt.gz# -- which is not compressed!  I
won't judge wether that's good or bad (although I can't really
see the problem with it); but if Tramp is doing something
wrong, it is at least doing the same wrong as Emacs does.
(Tramp wouldn't, of course, need the #'s, but I still think
they should be there -- for the sake of consistency.)
