I asked this some time ago and this thread made me hope that my
problem is solved:

1. The ru.po file that I want to create must be utf-8, no matter what.
   No latin-*, no koi8-r, no mule.

2. The file contains Cyrillic chars that I need to type in Emacs (using
   quail/cyrillic) and English ASCII chars.

when I tried that last time, Emacs said that it cannot save it in utf-8
since (as you later explained) quail/cyrillic inserts koi8-r and Emacs
considers koi8-r as something different that utf-8 Cyrillic chars (all
hail Mule!)

so - can I do that now out of the box?  (I do not want to install the
add-on packages - ucs-tables? - for this: at the moment this is low
priority and it can wait).
