No.

I only attacked Lucid widgets. I don't know anything about how the
other toolkits work.
I can't remember what I found out about pre-XFree 4 behaviour, but I
don't think the multibyte calls provide a sufficiently general
mechanism for putting arbitrary Emacs text in the menus. They're
better than nothing, though, and the changes weren't extensive.
