Perhaps we should drop the 14-character requirement.
Those systems may all be gone now.
I think that if someone tried to untar Emacs on one of them, the .elc
file would overwrite the correponding .el file, or vice versa. That
would be somewhat annoying, but Emacs would still basically work.
