No.

I wanted, and made, general input methods (independently of the
original latin-ltx).
If people want specifically to input Hebrew in Unicode, they should
just recode the existing method. Otherwise they could now set
`translation-table-for-input'. I think Quail could even be made
usefully to choose translations depending on
`buffer-file-coding-system'. E.g. for input to an 8859-N encoded
buffer, use ucs-8859-N-encode-table.
