Switch Meta and Alt modifiers

I've been trying to use Emacs with KDE, and it appears that they are
fighting each other.  KDE has keyboard shortcuts.  For example, if
there are several text entry fields, you can use a modifier plus the
underlined character to jump to that field.  KDE also allows a
modifier for window manager bindings so that, for example, you can
hold the modifier and hit Q to close a window.

So it appears that it would be useful to arrange things so that Emacs
uses the same modifier for Meta as KDE does for the former kind of
shortcut.  And to use a different modifier for the latter (window
manager) bindings (so that modifier+Q does not clobber the
fill-paragraph binding in Emacs).

But KDE really really really wants to use Alt for the former kind, and
not Meta.

WIBNI the user could tell Emacs to swap the meanings of the Alt and
Meta modifier?  Or to tell Emacs that mod1 is Meta, even if
x_find_modifier_meanings finds Alt_L and Alt_R there?

The default behavior should not change, of course.
